I've used 3650G and 3750 for small locations (up to 200 clients). How many users are we talking about here? And what is your budget?

Here are some other things to consider:
Does it need to run any routing protocols?
Are you doing any multicast?
Connecting to any remote sites or just one location?

You could do a pair of 3650G switches with HSRP for redundancy. Then do 2960 switches in the closets for access layer connectivity. They provide POE and are manageable.

There are a hundred different ways to design a small network though, it depends on the requirements.
